QUALIFICATION REQUIREMENTS
1. University degree in economics.
2. At least ten years governmental (civil aviation) or international airline experience, including policy submissions or decisions on the following matters:
a) air traffic studies, forecasting trends, fleet planning, etc.;
b) tour and charter operations;
c) regulations of the air transport market;
d) control of airline operating economics, and control of the economics of airports and route facilities;
e) relationship of recurrent costs and user charges;
f) bilateral agreements.
3. Ability to present, defend and amend air transport projects or proposals.
4. Knowledge of recent trends in the world air transport industry.
5. Knowledge of private and commercial air operations and requirements and an appreciation of the coordination needed, for policy making decisions with other national planning government departments such as Foreign Affairs, Tourism, Public Works, Roads, Health, Immigration, Customs, Attorney General, etc., or with external advisers and consultants.
6. Experience in the formulation of civil aviation policy and in the preparation of organizational plans, regulations and procedural documents for aviation services and for relevant training programmes.
7. Awareness of modem management principles and techniques as related to civil aviation management and the day to day operation of a civil aviation administration.
8. A good command of oral and written English, French or Spanish is essential.

DUTIES
May include some, or all, of the elements listed below:
1. Assist the state civil aviation authority (CAA) for extensive consultations with stake holders of the following three groups:
i) government entities who have direct interest in air transport policy and regulatory function;
ii) non-aviation government entities whose actions have impact upon air transport policy and regulation;
iii) interested non-governmental parties which influence policy and decision making.
2. For consultations stated at 1. above, prepare and conduct seminars.
3. Prepare a summary of the proceedings of the seminars.
4. Where considered necessary, conduct consultations outside the seminar with selected major stake holders.
5. As a result of consulations, prepare a report on implications of proposed policy and recommend changes, if any, to the existing document
6. With state CAA's agreement / comments, prepare a revised version of the policy document.
7. Assist state CAA in submitting the document (together with a draft cabinet memo) to the government for adoption as the formal and official policy.
8. Assist state CAA in presentation of the revised version of the policy document at a government-level meeting.
9. Perform other related duties as may be required.
SALARY
In accordance with the ICAO Technical Cooperation Bureau (TCB) grading system.
